A civil engineer and major programme leader, Paul Mustow is a divisional director in the Department for Education, responsible for delivering the £1bn pa Free Schools programme. Paul has extensive experience across infrastructure, environment and construction sectors in both private sector consultancy, and public sector client and delivery roles. As programme director, Paul has led the capital delivery of Free Schools, acquiring sites directly and through arms-length body LocatED, and constructing new schools across England since 2016.
Prior to this Paul led capital programme delivery for the Environment Agency, managing the £250m pa investment programme, taking complex flooding schemes from strategy through to construction. Paul’s private sector experience includes engineering and project management roles with Mott Macdonald and Atkins, and includes a spell working overseas with VSO. Paul is active in the construction sector across Government, representing the DfE on the Government Construction Board, acting as an Infrastructure and Projects Authority major project reviewer, and is a graduate of Government’s Major Project Leadership Academy.
